Electronic cigarettes are made up of 3 main parts; a battery; a vaporizer and a nicotine cartridge. When breathing in through the electronic cigarette the vaporizer heats up a small amount of liquid nicotine, turning into nicotine vapour which is sent through the mouthpiece.

As the refill cartridges contain nicotine and when inhaled tobacco flavoured water vapour is produced the smoker's cravings get fully satisfied without the bad side effects of traditional cigarettes.
Are they defiantly legal to smoke in public places?
Electronic cigarettes are completely legal to smoke anywhere, including pubs, bars and clubs. The Health Act of 2006 clearly states "Smoking includes being in possession of lit tobacco or of anything lit which contains tobacco or being in possession of any other lit substance in a form in which it could be smoked". As e-cigarettes are neither lit or contain tobacco it does not fall under this law.
